By virtue of the authority vested in me by the Defense Production Act of 1950, as amended (50 U.S.C. App. 2061, et seq.) and as President of the United States, it is hereby ordered as follows: Whenever financial assistance is not otherwise available on reasonable terms, provision may be made for loans (including participations in, or guarantees of, loans) under Section 302 of the Defense Production Act of 1950, as amended (50 U.S.C.
