By virtue of the authority vested in me by section 301 of title 3 of the United States Code, and as President of the United States, it is ordered as follows: SECTION 1. Delegation of functions. There are hereby delegated to the Secretary of State the functions conferred upon the President by sections 2 and 3 of the Act of September 8, 1960, entitled "An Act to provide for assistance in the development of Latin America and in the reconstruction of Chile and for other purposes" (74 Stat. 870; 22 U.S.C. 1943, 1944) . SEC. 2. Allocation of funds. Funds appropriated to the President in pursuance of the provisions of the said sections 2 and 3 shall be deemed to be allocated to the Secretary of State, or to such of his subordinates as he may designate, without any further action of the President.
