By virtue of the authority vested in me by section 301 of title 3 of the United States Code, and as President of the United States, it is hereby ordered as follows: Section 4 of Executive Order No. 11609 of July 22, 1971, is amended by designating the present text as subsection (a) and by adding the following new subsection (b)— "(b) The Secretary of State is hereby designated and empowered to exercise the authority of the President under section 9 of the United Nations Participation Act of 1945 (59 Stat. 619), as amended by section 15 of Public Law 93-126 (87 Stat. 454-455)."
