By virtue of the authority vested in me by section 708 of the Defense Production Act of 1950, as amended (50 U.S.C. App. 2158) and section 301 of title 3 of the United States Code, and as President of the United States of America, section 501 of Executive Order No. 10480 of August 14, 1953, as amended, is amended to read as follows : "SEC. 501. (a) The functions conferred upon the President by Section 708(c) (1) and (d) of the Defense Production Act, as amended, are hereby delegated to the Administrator of General Services and, subject to the pro-visions of section 101 of this order, to the Secretary of Defense, the Secretary of the Interior, the Secretary of Agriculture, the Secretary of Commerce, and the Secretary of Transportation, except that for the purposes of carrying out the objectives of Title I of the Act, the authority granted in section 708 (c) (1) of the Act shall be exercised only by the Administrator of General Services. "(b) The functions conferred upon the President by section 708(d) of the Defense Production Act and delegated under section 501(a) of this order, relating to the establishment of advisory committees, shall be exercised only after consultation with, and in accordance with guidelines and procedures established by, the Director of the Office of Management and Budget.".
