By the authority vested in me as President by the Constitution and laws of the United States of America, including specifically Section 301 of Title 3 of the United States Code, it is hereby ordered as follows: Executive Order No. 12374 of July 28, 1982, is amended by adding the following new section: "Sec. 3. The functions vested in the President by Sections 104(c) and 108(d) of the Department of State Authorization Act, Fiscal Years 1982 and 1983 (Public Law 97-241) are delegated to the Secretary of State.".
