The Foreign Government Deposit Funds: (i) have not been, and shall not be, used for any commercial activity in the United States; and (ii) shall be held pending sovereign disposition for public, governmental, or diplomatic purposes determined by the Secretary of State, on behalf of the Government of Venezuela.
