I hereby create, under the jurisdiction of the Committee on Public Information, heretofore established by Executive Order of April 14th, 1917, a Division of Foreign Picture Service for the purpose of stimulating interest in the war and furnishing entertainment and instruction by means of motion pictures to American Soldiers at home and abroad, also to lend similar aid to the armies and citizens of our allies through the medium of the Young Men's Christian Association and other agencies of like character.
