Mr. Bulicek was employed in the United States Food Administration and the United States Grain Corporation in an accounting capacity from September 1, 1918, to December 31, 1927. This Order is issued upon the recommendation of the Secretary of Commerce who states that, so far as is known, Mr. Bulicek is the only available individual who is sufficiently familiar with these records to compile the information contemplated by S.
