A conflict has arisen as to the interpretation of Schedule A, Subdivision III, paragraph 12, now reading: "12. National bank examiners and receivers under the office of the Comptroller of the Currency." It appears to me that the interpretation of the intention of this paragraph as contended by the Secretary of the Treasury will secure employees of higher qualifications, and therefore to clarify the above paragraph it is hereby amended, to read as follows: 12. National bank examiners, assistant national bank examiners, receivers and assistant receivers under the office of the Comptroller of the Currency. HERBERT HOOVER The White House, December 9, 1929.
