Schedule B of the Civil Service Rules is amended by the addition of the following subdivision: XII. FEDERAL FARM BOARD 1. Attorneys of all grades. 2. Experts in all branches of agricultural science, economics, finance, law, statistics, accountancy, insurance, and business administration, whose training and experience along the lines of their proposed duties clearly indicate the possession of expert qualifications. It is further ordered, with a view to assuring such uniformity as may seem practicable to the Federal Farm Board, that such board will secure from the Personnel Classification Board, in connection with the proposed appointment of any expert, an advisory opinion of the salary of the position in comparison with similar positions elsewhere in the Federal service. Ultimate decision as to compensation of such expert, however, will bo retained by the Federal Farm Board as provided by statute. HERBERT HOOVER The White House, December 28, 1929.
