Paragraph 7, Subdivision I, Schedule B of the civil service rules, permitting the appointment of advisers (disciplinarians) through noncompetitive examination, is revoked on recommendation of the Department of the Interior and concurrence of the Civil Service Commission, as it is considered in the interest of the service to fill such positions competitively. Occupants of these positions who are certified as efficient by the department may be given a classified status. HERBERT HOOVER The White House, January 30, 1931.
