Schedule B, IV, War Department, of positions excepted from the competitive feature of examination, under the civil-service rules, is hereby amended by the addition of a new paragraph to be numbered "3", and to read as follows: 3. One position of headquarters messenger at the headquarters of the Philippine Department, when filled by an honorably discharged, enlisted man, who has been on duty at those headquarters.
