By virtue of and pursuant to the authority vested in me under Title I of the National Industrial Recovery Act (ch. 90, 48 Stat, 195, Title 15 U.S.C. Sec. 701) and under Joint Resolution approved June 19, 1934 (Public Resolution 44, 73d Congress), it is hereby ordered as follows: Sec. 1. Francis I. Biddle is hereby appointed as Chairman of the National Labor Relations Board at a salary of $10,000 a year, vice Lloyd K. Garrison of Wisconsin, resigned. Sec. 2. In appointing and retaining officers and employees, and in incurring financial obligations, the National Labor Relations Board, created by Executive Order No. 6763, dated June 29, 1934, shall act only with the approval of the Secretary of Labor; but this section shall not be construed to give the Secretary of Labor any authority to review the findings or orders of the National Labor Relations Board in specific cases subject to its jurisdiction.
