By virtue of and pursuant to the authority vested in me by paragraph eighth of subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404), it is hereby ordered that Mrs. Carmen B. Knox may be appointed as a clerk in the Post Office Department in the classified service without compliance with the requirements of the civil-service rules. Mrs. Knox is the widow of James H. Knox, who died suddenly while serving as United States postal agent at Habana, Cuba, after 35 years of employment in the Postal Service. She served in the American postal agency at Bordeaux, France, as a translator and typist during the World War and is familiar with the English, French, and Spanish languages. Her qualifications and experience fit her for service in the Post Office Department. This order is issued upon recommendation of the Postmaster General. FRANKLIN D.
