Executive Order 7129-A—Order No. 5 Under Act of February 22, 1935

By virtue of and pursuant to the authority vested in me by the Act of Congress entitled "An Act to regulate Interstate and Foreign Commerce in petroleum and its products by prohibiting the shipment in such commerce of petroleum and its products produced in violation of State law, and for other purposes," Public No. 14, 74th Congress, approved February 22, 1935, and the Executive Order of the President of the United States, No. 6979 (February 28, 1935); and Whereas , I find that it is necessary and appropriate for the enforcement of the provisions of said Act to require reports of loadings and discharges of petroleum and petroleum products moved or to be moved in interstate commerce from any particular area; Now, Therefore , it is hereby ordered that the following information be furnished to the Division of Investigations, United States Department of the Interior, Washington, D.C.: ARTICLE I That the master, owner, or duly authorized agent of the owner of any vessel, a copy of whose authorization has been filed with the Division of Investigations of the Department of the Interior at its office in Washington, D.C., upon accepting petroleum or petroleum products at any port in the States of Texas or Louisiana, for carriage in whole or in part in interstate or foreign commerce, as defined in Section 2, paragraph 3 of said Act of February 22, 1935, supra, shall transmit by registered mail on the day of sailing to the Division of Investigations of the Department of the Interior at its office in Washington, D.C., a report in triplicate on the form designated OCR-1, which is attached hereto and is hereby approved by me, fully and accurately giving the data required to complete such form. ARTICLE II That the master, owner, or duly authorized agent of the owner of any vessel, upon discharging at any port in the United States, a cargo of petroleum or petroleum products, or any part thereof which has been loaded at any port in the States of Texas or Louisiana, for shipment in interstate commerce, as defined in Section 2, paragraph 3 of the Act of February 22, 1935, supra, shall transmit by registered mail to the Division of Investigations of the Department of the Interior at its office in Washington, D.C., within twenty-four (24) hours of completion of each discharge operation, partial or complete, a report in triplicate on the form designated OCE-2 which is attached hereto and is hereby approved by me, fully and accurately giving the date required to complete such form.
