By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth of subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404), it is hereby ordered that Louis Hunter Gwinn may be appointed a Customs Agent in the Customs Service of the Treasury Department without compliance with the requirements of the Civil Service Rules. This order is recommended by the Secretary of the Treasury, who states that Mr. Gwinn's appointment as a Customs Agent will be in the interest of the service. FRANKLIN D. ROOSEVELT The White House, March 18, 1936.
