AMENDMENT TO REGULATION NO. 3 By virtue of and pursuant to the authority vested in me by the Emergency Relief Appropriation Act of 1935, approved April 8, 1935 (49 Stat. 115), the provisions of sections 4(b), 5(c), and 6(c) of Regulation No. 3, issued as Executive Order No. 7083 of June 24, 1935, are hereby modified and amended to the extent that as to separate contracts let for foundations on housing projects being carried on under the supervision of the Federal Emergency Administration of Public Works and financed from funds appropriated by the Emergency Relief Appropriation Act of 1935, the contractor constructing the superstructure shall be obligated to perform, directly and without subcontracting, not less than fifteen per centum (15%) of the project, to be calculated on the same basis as the twenty-five per centum (25%) heretofore specified in the said sections 4(b), 5(c), and 6(c).
