By virtue of and pursuant to the authority vested in me by the provisions of Subdivision FIRST and paragraph Eighth of Subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883, 22 stat. 403, 404, it is ordered as follows: The first paragraph of section 1 of Civil Service Rule IX, relating to reinstatement, is hereby amended to read as follows: A person having a classified (competitive) civil service status, or eligibility for such status through competitive examination, at the time he is separated without delinquency or misconduct from a civilian position in the Federal service may be reinstated upon certificate of the Commission subject to the following limitations: FRANKLIN D ROOSEVELT THE WHITE HOUSE, June 15, 1936.
