By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth of subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404), Subdivision IX of Schedule A of the Civil Service Rules is hereby amended by adding thereto the following paragraph: "7. Any local veterinarian employed on a fee basis or a part-time basis, where in the opinion of the Commission the establishment of registers is impracticable."
