By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth of Subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404), Subdivision XI, Schedule B, of the Civil Service Rules is hereby amended by adding thereto the following paragraph to permit employments thereunder by the Navy Department in areas outside the continental limits of the United States when in the opinion of the Secretary of the Navy the best interests of the service so require: "2. Any person employed in an area outside the continental limits of the United States (except the Canal Zone and Alaska), when in the opinion of the Secretary of the Navy the best interests of the service so require."
