By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that Mrs. Eleanor J. Townsend may be appointed to a classified position in the Securities and Exchange Commission without compfiance with the requirements of the Civil Service rules. This order is recommended by the Chairman of the Securities and Exchange Commission. FRANKLIN D. ROOSEVELT The White House, June 25, 1938.
