By virtue of the authority vested in me by paragraph Eighth, Subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 404), it is ordered that Subdivision IV of Schedule A of the Civil Service Rules be, and it is hereby, amended by adding thereto the following paragraph, numbered 13: "13. During the emergency declared by the President to exist on May 27, 1941, all positions in the War Department on the Isthmus of Panama." FRANKLIN D ROOSEVELT The White House, November 17, 1941.
