By virtue of the authority vested in me by the Constitution and Statutes, including Title I of the First War Powers Act, 1941, and as President of the United States, it is hereby ordered as follows: The Shipbuilding Stabilization Committee of the Civilian Production Administration, established by General Administrative Order No. 2-57 of the Chairman of the War Production Board, effective August 1, 1942, and its functions, including those under Executive Order No. 9250 of October 3, 1942, and so much of the records, property, personnel, and funds of the civilian Production Administration as relates primarily to such functions, are transferred to the Department of Labor and shall be administered under the supervision and direction of the Secretary of Labor. The Secretary shall fill any vacancies which may occur in the appointive membership of the Committee. Such measures and dispositions as may be determined by the Director of the Bureau of the Budget to be necessary to effectuate the transfers provided for in this order shall be carried out in such manner as the Director may direct and by such agencies as he may designate. All prior regulations, rulings, and other directives relating to any function transferred by this order shall remain in effect except as they are hereafter amended or revoked under proper authority.
