By virtue of the authority vested in me by section 124A of the Internal Revenue Code, and as President of the United States, it is hereby ordered as follows: 1. The Chairman of the National Security Resources Board is hereby designated as the certifying authority for the purposes of and within the meaning of section 124A of the Internal Revenue Code, as added by section 216 of the Revenue Act of 1950, approved September 23, 1950. 2. In carrying out his function as the certifying authority, the Chairman shall utilize departments and agencies of the Government according to their respective assigned responsibilities pursuant to the Defense Production Act of 1950, as follows: (a) To furnish reports and recommendations in respect of applications for necessity certificates relating to the amortization of emergency facilities. (b) To maintain relationships with the various industries in respect of applications for necessity certificates. (c) To develop necessary programs for the expansion of capacity. HARRY S.
