Under and by virtue of the authority vested in me as President of the United States of America, particularly with respect to the conduct of the foreign relations of this Nation, and in order to ensure that Article XXIV of the Treaty of Friendship and General Relations between the United States and Spain (33 Stat. 2105, 2117) can be observed and fulfilled with good faith by the United States, I hereby designate the Attorney General of the United States, and such other officers and employees of the Executive Branch of the Government as he may from time to time specify, to be the "competent national authorities" on the part of the United States within the meaning of Article XXIV of the Treaty.
