Executive Order No. 3513 of July 9, 1921, is hereby amended to read as follows: "By virtue of and pursuant to the authority vested in me as President of the United States, and in particular by the Act of May 27, 1921 (ch. 12, 42 Stat. 8), the Federal Communications Commission is hereby authorized and directed to receive all applications for licenses to land or operate submarine cables in the United States, and, after obtaining approval of the Secretary of State and such assistance from any executive department or establishment of the Government as it may require, it shall advise the President with respect to the granting or revocation of such licenses."
