By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth of subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404), and as President of the United States, it is hereby ordered that until February 1, 1939 (the effective date of Executive Order No. 7916 extending the classified civil service), appointments to all positions in the several departments, independent establishments, and agencies of the Government, the compensation of which is paid from funds allotted by the Federal Emergency Administrator of Public Works under the Public Works Administration Appropriation Act of 1938 (Title II of the act of June 21, 1938, Pub. Res. 122), or from prior appropriations still available for similar allotments, may be made by the said departments, independent establishments, and agencies of the Government without compliance with the requirements of the Civil Service Rules. This order is issued at the request of the Federal Emergency Administrator of Public Works. FRANKLIN D ROOSEVELT The White House, August 19, 1938.
