By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that Mrs. Rose S. Rutledge may be appointed to a clerical position in the Department of Agriculture without compliance with the requirements of the Civil Service Rules. Mrs. Rutledge is the widow of Herbert W. Rutledge, Junior Clerk, Bureau of Agricultural Economies, Department of Agriculture, who died on February 11, 1939, leaving his widow and one child without adequate means of support. This order is recommended by the Secretary of Agriculture. FRANKLIN D ROOSEVELT The White House, March 4, 1940.
