By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth of subdivision SECOND of section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404) it is hereby ordered that, subject to the establishment before the Civil Service Commission of the requisite qualifications in each case, the initial appointments to the positions of Director and Assistant Director of the Bureau of Water Carriers of the Interstate Commerce Commission may be made without compliance with the competitive provisions of the Civil Service Act and Rules. This order is recommended by the Interstate Commerce Commission. FRANKLIN D ROOSEVELT The White House, December 18, 1940.
