By the authority vested in me as President by the Constitution of the United States of America, and in order to establish, in accord with the Federal Advisory Committee Act, as amended (5 U.S.C. App. I), an advisory committee on the recommendations of the White House Conference on Small Business, it is hereby ordered as follows: 1-101. There is established a President's Committee on Small Business Policy which shall be composed of seven members appointed by the President. 1-102. The Committee shall advise the President, through the Administrator of the Small Business Administration, on appropriate responses to the recommendations of the White House Conference on Small Business. 1-103. The Administrator of the Small Business Administration shall provide the Committee with such administrative services and support as may be necessary. 1-104. Notwithstanding the provisions of any other Executive Order, the functions of the President under the Federal Advisory Committee Act (5 U.S.C. App. I), except that of reporting annually to the Congress, which are applicable to the Committee, shall be performed by the Administrator of the Small Business Administration in accordance with guidelines and procedures established by the Administrator of General Services. 1-105.
