By the authority vested in me as President by the Constitution of the United States of America, and in order to establish, in accord with the Federal Advisory Committee Act, as amended (5 U.S.C. App. I), an advisory committee on spinal cord injury, it is hereby ordered as follows: 1-101. There is established a President's Council on Spinal Cord Injury which shall be composed of twelve members appointed by the President. 1-102. The Committee shall advise the President, through the Secretary of Education, on appropriate responses to the goals of prevention, diagnosis, treatment, and reversal of spinal cord injury. 1-103. The Secretary of Education shall provide the Council with such administrative services and support as may be necessary. 1-104. Notwithstanding the provisions of any other Executive Order, the functions of the President under the Federal Advisory Committee Act (5 U.S.C. App. I), except that of reporting annually to the Congress, which are applicable to the Council, shall be performed by the Secretary of Education in accordance with guidelines and procedures established by the Administrator of General Services. 1-105.
